The dark powers of the Abyssal Council (subdivided into the Abyssal Council and the Abyssal High Council) control the Twilight's Hammer cult through the arcane wind stones dotted amongst the Twilight camps. Only the middle-ranked leader of the Twilight's Hammer are allowed to commune through the Wind stones with them.
The Twilight's Hammer cultists performing rituals to summon the powerful elemental nobles and to receive orders from these elementals.
The members of the Abyssal Council are divided into three ranks: Templars, Dukes, and Lords.
