The Blizzard Stone is a drop from  Blazebound Chanter (0.45% chance), which can be found at Three-Breeze Terrace, Shrine of the Black Flame, Firewalker's Path and Ordon Sanctuary

Using this stone will grant players in the immediate area the Snow Storm buff, causing the weather to change to a snow storm.
