This cvar controls whether you view Wow's EULA when you launch WoW.
It is reset to its default setting every patch, forcing you to agree to it again.
When you've agreed to it, the setting is changed.
Default:
readEULA "0"
After you've accepted EULA
readEULA "1"
There is no need to manually change/set this cvar.
