in the Vale of Eternal Blossoms.

Similarly to how the auctioneer functioned in Dalaran before the Cataclysm expansion, he is available only to those with the  [Engineering] profession.

Notes

• Together with the Alliance equivalent found in the Shrine of Seven Stars, H.A.R.V.E.Y., they are a reference to Harvey Dent also known as the Batman villain, Two-Face.
