The Dark Scout is a Forsaken agent loyal to Sylvanas Windrunner. She has been sent to track worgen players in the hopes of discovering the whereabouts of the Scythe of Elune of any who know where it is. She spawns during the below quest on the road just north of the Bradshaw Mill
