He appears (level 80 elite) at the Shadow Vault in Icecrown after the Knights of the Ebon Blade have taken it over. Even though it was the player that took control of the Shadow Vault, the duke claims to have done it as seen in quest where the player reads a proclamation to the Vyrkul ruler of the area.

Duke Lankral is part of the death knight Artifact Weapon quest line. After players choose the weapon to pursue, and if the Blood artifact weapon is chosen, he sends them to Darkstone Isle upon his dragon from Dalaran.
