This character is a Blood Elf wearing the full Felheart set. He is not a Red or Bronze Dragon, as one might assume, because of the "horns." These are, instead, the graphic for the set's head slot item. The set drops from Molten Core and is unique to Warlocks. Also, Molten Core is the first major raid dungeon. So, the fact that he is the "heirloom" vendor is, most likely, the reason for this reference.
