A Fleet Command Table is an fixed device/object in a garrison's Shipyard (usually on hillside above the docks) introduced in Patch 6.2 for starting and tracking naval missions and interacting with ships for the shipyard. It uses the NPC mechanic for interaction (thus the game treats it like an NPC internally).
