In Legion

This section concerns content exclusive to Legion.

At BlizzCon 2016, it was revealed that flying would come to the Broken Isles. To unlock it, players need to complete the achievements  Broken Isles Pathfinder, Part One (available at expansion launch) and  Broken Isles Pathfinder, Part Two (Patch 7.2). Once unlocked, the ability is account-wide.

Patch 7.3.5 flying

• Flying in pre- Draenor zones (Pandaria and lower level) no longer require special unlock abilities: [Flight Master's License], [Cold Weather Flying], [Wisdom of the Four Winds]

In Warlords of Draenor

This section concerns content exclusive to Warlords of Draenor.

According to Ion Hazzikostas, Draenor will have an achievement that when earned will enable flying mounts on all characters in your account. This achievement requires exploring Draenor’s zones, collecting 100 treasures in Draenor, completing the Draenor Loremaster and Securing Draenor achievements, and raising the three new Tanaan Jungle reputations to Revered.

Patch 6.2.2

Flight in Draenor and the achievement called Draenor Pathfinder were enabled in Patch 6.2.2.

Here are the requirements for Draenor Pathfinder, which is an account-wide achievement granting Draenor flying to all characters on an account who are at least level 90 while also rewarding the Soaring Skyterror:
