in the Vale of Eternal Blossoms.

Similarly to how the auctioneer functioned in Dalaran before the Cataclysm expansion, he is available only to those with the  [Engineering] profession.

Notes

• Together with the Horde equivalent found in the Shrine of Two Moons, D.E.N.T., they are a reference to Harvey Dent (aka Two-Face), the Batman villain.
