This can be taught by [Manual: Heavy Frostweave Bandage], a world drop from creatures of Zul'Drak, Sholazar Basin and Icecrown in Northrend, as well as level 80 dungeons and raids, however this is unnecessary since it is now trained by all First Aid trainers.
