In general, monsters can be considered any creature or NPC that is hostile to your character. However, hostile creatures are often called generically, "enemies", so "monsters" could be restricted to truly scary or threatening creatures.
The developers of MMOs and WoW popularized the jargonized abbreviation of "monsters" as "mobs" or "creeps".
