Gilshalan Windwalker is at the base of the ramp leading up into the tree Aldrassil. Speak with him after turning in 
[5] Webwood Egg to receive this quest.
Completing this quest[]
Follow the ramp behind Gilshalan Windwalker all the way to the top of the tree to Tenaron Stormgrip.
