• According to Wowhead:

  This mount is a 100% drop from  [92 Rare] Alani <The Stormborn>, a cloud serpent found flying around the Vale of Eternal Blossoms and the Shrine of Two Moons. In order to attack Alani, you need to first collect 10 [Skyshards] and combine them to form a [Sky Crystal]. Skyshards are a random drop from mobs in Vale of Eternal Blossoms.

Before you can learn this mount you must become Exalted with August Celestials and have [Cloud Serpent Riding] from the Order of the Cloud Serpent.
