According to Kayn Sunfury, the Sargerite Keystone was created by the titan Sargeras prior to his fall. He used it to imprison demons he found within Mardum; once he shattered that world and formed the Burning Legion, he kept the Keystone on its largest fragment.
The Keystone serves as a "skeleton key", allowing access to any Legion world. Illidan Stormrage has a plan to use it against the Legion, potentially ensuring their destruction.
