Were you looking for the faction introduced with Patch 5.4 named Emperor Shaohao? Or the NPC named Emperor Shaohao?

Shaohao is described as the "last emperor" of the Pandaren Empire. He used Inv staff 2h artifactshaohao d 01.png [Sheilun, Staff of the Mists] to shroud Pandaria in mist.

He stripped away all of his negative emotions, hiding them deep within Pandaria. Unknown to him, the negative energies grew into the malevolent sha, who now attempt to feed off the Alliance-Horde conflict.

During his life, Shaohao wanted the best for his people. One day he visited a jinyu waterspeaker to ask him about the future. Jinyu looked at the water and he was devastated by what he saw. He told Shaohao that he saw countless demons invading Azeroth. After hearing this, Shaohao rushed to ask the great jade serpent Yu'lon for help. Yu'lon said that he must go to the heart of Pandaria, and that there he will find the answers. With little hope, Shaohao started his journey. On the journey, he met his old friend The Monkey King.

On his journey, Shaohao overcame the Sha of Doubt, Sha of Despair, Sha of Fear and Sha of Anger. By doing that, Shaohao became a better leader for his people. When he reached the Vale of Eternal Blossoms, he saw the land burning in the flames of the Burning Legion. His people were frightened by the destruction. Shaohao tried to help them, to teach them what he had learned but it was too late, the end of the world was imminent. Shaohao then understood that his people needed more time, so he shrouded Pandaria in a magical mist using his powerful staff, Sheilun, Staff of the Mists. His efforts saved his people and Pandaria, but cost him his life.
