Skeletal horse mounts are almost exclusively Horde only mounts.
When the Lich King’s plague of undeath swept through Lordaeron, it decimated more than just the kingdom’s human population. Many of the noble horses living in the region also succumbed to the affliction, and much like their human counterparts, they were not granted peace in death. Through their mastery of alchemy and necromancy, the Royal Apothecary Society has raised these fallen steeds into undeath in order to bolster the Forsaken’s effectiveness in battle and also provide a means for everyday transportation. Although strong and resilient, these mighty steeds have earned a reputation among their handlers as being incredibly stubborn. Regardless, having no need for sleep or sustenance has made these skeletal horses the perfect counterparts for their relentless masters.[1]
Faction mounts: Apprentice[]
These mounts give a 60% speed increase on land. You can purchase these mounts from Lua error in package.lua at line 80: module 'Module:Factiongfx/faction_tip_link.json' not found. Zachariah Post <Undead Horse Merchant> in Brill in Tirisfal Glades so long as your character has riding skill of 75 (obtainable at level 20). If you are playing as any race other than an Undead, you will also need to have Exalted reputation with The Undercity.
Faction mounts: Journeyman[]
These mounts give a 100% speed increase on land. You can purchase these mounts from Lua error in package.lua at line 80: module 'Module:Factiongfx/faction_tip_link.json' not found. Zachariah Post <Undead Horse Merchant> in Brill in Tirisfal Glades so long as your character has riding skill of 150 (obtainable at level 40), and are restricted similarly to the apprentice mounts above.

PvP Skeletal horses[]
The Red Skeletal Warhorse is available from Raider Bork <Mount Quartermaster> in Hall of Legends for Honor points. You do not need to have exalted reputation with The Undercity to purchase it.
Argent Tournament[]
These following Skeletal horses can be purchased from the Argent Tournament. You must have completed 
Champion of Undercity or be an undead to gain access to this quartermaster.
Skeletal horses as loot[]
The only example of a dropped Skeletal Horse is Rivendare's Deathcharger, dropped by Baron Rivendare in Stratholme. While obtainable by both factions, it is the only skeletal horse available to the alliance.
