It has a 5% chance to drop from Greater Darkmoon Pet Supplies, the reward for the daily quest, A New Darkmoon Challenger!, to defeat Christoph VonFeasel in a pet battle during the Darkmoon Faire event. In fact, it is modeled after Syd, one of the battle pets on Christoph VonFeasel's team.
