According to these two sources, it almost sounds like vultures are "more" than just birds. The first quote says "drawn by the promise" like they understand the harpies. The second quote is "Some, such as the furbolgs, quilboar, and vultures, work simply for self-preservation" which also makes it sound like they are more on the level of hippogryphs then a normal bird.
