Tanzar is one of the NPC's that you save while doing the Timed Event in Zul'Aman. You save him by killing the Bear aspect boss, Nalorakk, before the timer runs out.
It is also an easter egg - his name is an anagram of Tarzan, who used to live in a jungle and Zul'Aman has a jungle environment as well. The loot given depends on the order you kill the bosses in, more info can be found at the Zul'Aman timed event page.

Tanzar later accompanies Horde players on their ill-fated ship ride into Vashj'ir, going down with the ship when it sinks. Much later players of both factions encounter him within Thistleshrub Valley

in Tanaris, riding with the caravan that heads into Uldum. The caravan is attacked by pygmies and captured, but later escapes as part of the introduction to the zone. Tanzar continues on to the village of Mar'at

with most of his fellow escapees, and he can be found haggling with Hanbal and Samaki near the docks.
