The Terms of Use Agreement is a legally binding agreement which has to be ratified before one is able to play World of Warcraft. Players must accept this agreement when they install the game or a patch. It governs your use of and conduct on the World of Warcraft servers.
This is different from the "End-User License Agreement" (EULA) (aka "License Agreement"). You must agree to the EULA before installing or patching World of Warcraft and the Blizzard desktop app.
