Totemic Mastery was a Shaman talent that increased the effect range of Totems. It was the 11 point talent in the Restoration tree

Notes

All shamans now effectively have this talent by default, as the range of totems was increased to 30 yards when the talent was removed. Before this change, the standard range of beneficial totems was 20 yards.
