Twizwick Sprocketgrind is a neutral level 25 artisan engineering trainer located on outside a high plateau accessible through the Venture Co. Mine in the tauren starting zone of Mulgore. He is separate from the other Venture Co. Mine employees, on his own little plateau accessible by a path to the north of the main plateau.
There is a mine shown on the Mulgore map, north of The Venture Co. Mine, which is not accessible from below. You can see it when you fly over the mountains between Mulgore and The Barrens. This is the plateau exit of The Venture Co. Mine.
Unless you exhaustively explore, get badly lost in the Venture Co. Mine, or already know he's there, you will not encounter Twizwick. The exit to the plateau is deeper into the mine complex than you will need to go for the 
[10] The Venture Co. and [12] Supervisor Fizsprocket quests. Stick to the paths that climb and you should be able to find it. He is not obvious, even if you find the plateau.
He stands in front of a square tent, and has a cooking fire next to him. He is neutral and will talk to and train Alliance characters.

There is no engineering supplies vendor near Twizwick Sprocketgrind. A [blacksmith hammer] can be obtained from a blacksmithing vendor near the pond on Thunder Bluff. There is a forge and anvil available to the left of the main entrance to the mine (not the plateau entrance) as well as on Thunder Bluff.
