Winkey is a friendly level 40 female gnome on a small island in Tanaris. No quests involve this NPC, and she doesn't speak.
Oralius does seem to randomly yell at an "imaginary" person named 'Winky', there may be a relation between 'Winky' and 'Winkey'.
