Zarrin is a level 13 cooking trainer located in Dolanaar in the night elf starting zone, Teldrassil.
He starts the quest 
[7] Recipe of the Kaldorei (Cooking). Note that you must first purchase the secondary cooking skill to make this quest available and also that the recipe given as a reward for this quest can be sold on the neutral auction house.
Zarrin is located behind the inn (that is, opposite the road) out in an open area near a cooking fire.
